The Attempted Assassination of Mayor Garcia was a failed threat carried out by the Joker on Gotham City Mayor Anthony Garcia during a memorial service made in honor of Police Commissioner Gillian B. Loeb the day after his death in the Joker's hands. In the funeral, the Joker appeared in public disguised as one of the honor guards without his clown makeup.

When Batman and Lt. Jim Gordon arrived at the apartment where Patrick Harvey and Richard Dent's bodies were discovered, they found out from a newspaper picture of Mayor Anthony Garcia (drawn with the Joker's face) that he was going to be the Joker's next target. While a funeral was being held at Gotham City Hall in honor of Commissioner Gillian Loeb, Bruce Wayne went to Melvin White's apartment to find the Joker, but discovered the Gotham City Honor Guards tied up and blindfolded. Bruce took off the tape of one of the hostages and listened to the man's story: the Joker and his thugs took their clothes and tied them up in the apartment. During the funeral, the men posing as the honor guards set off their guns. Among them was the Joker, without his make-up, who had the man in the apartment he guessed right away was Batman's true identity knocked out with a sniper rifle before leading his men into turning their guns at the mayor. However, Gordon got in the way of the shot at the last moment and was presumed dead for a while. The Joker and his thugs, on the other hand, escaped through the mass hysteria the funeral crowd reacted to the foiled gunshot with, leaving only one of them, Thomas Schiff, behind when he was shot in the leg.

Harvey Dent took Schiff inside the city hall and saw his nametag, which read "OFFICER RACHEL DAWES". Guessing that it meant that his Assistant District Attorney Rachel Dawes was the Joker's next target, Harvey called her to inform her of Gordon's death and to go to someone she can trust. She suggested Bruce, who was her childhood friend. Meanwhile, Batman found Sal Maroni and demanded for the Joker's location, even goes as far as throwing the mob boss two stories off a balcony and breaking his legs. Maroni, however, didn't give because he needed to be afraid of the real monster: the Joker. With everything getting out of hand, Batman told Harvey to hold a press conference the next day where he will reveal his true identity.
